BlackRock tokenized 12 share classes over a 311 billion dollar European cash range, and JPMorgan's Kinexys did the minting

Every supplier named this week is a regulated financial institution, and in two cases a direct competitor of the buyer.

On-Chain Institutional Watch, edition 9

On 4 August 2026 BlackRock launched 12 tokenized share classes across six Institutional Cash Series money market funds holding a combined 311 billion dollars as of 30 June 2026, and Kinexys by JPMorgan mints the tokens on public Ethereum. Two days later the Central Bank of Ireland approved a tokenized share class for Schroders on the same rail. The day before, BlackRock had filed two US cash vehicles for stablecoin reserves, naming BNY Mellon Investment Servicing on one register and Securitize on the other. BNY added staking to a 62.6 trillion dollar custody platform and bought the infrastructure from Galaxy. Circle then handed founding validator seats on Arc to BlackRock, DTCC, ICE, Visa, Mastercard and Standard Chartered. Every supplier named this week is a regulated financial institution. This is what Institutional Watch tracks each week: TradFi is here, and blockchain, DeFi and crypto are becoming the rails of new finance.

The week in one paragraph. The suppliers of on-chain finance were other regulated institutions. Between 3 and 6 August 2026, JPMorgan's Kinexys tokenized share classes for BlackRock and Schroders, BlackRock named BNY and Securitize as transfer agents on two SEC-filed reserve vehicles, BNY bought staking infrastructure from Galaxy, and Circle recruited eleven institutions to run validator nodes on a chain going live 16 September.

The week in three facts:

  • Only the tokenized class of BlackRock's 311 billion dollar ICS range runs on chain, and BlackRock expects that slice to start small.
  • The official register did not move. JPMorgan was already transfer agent for the ICS range and for Schroders Funds ICAV. Kinexys now updates those records 24/7 from chain activity.
  • DOLXX and RSVXX both price at 0.17 percent after waivers running to 30 June 2028, and both state an intent to qualify as GENIUS Act reserve assets.

The pattern: the vendor list for on-chain finance is now a list of banks and market infrastructure

Six moves between 3 and 6 August 2026 share one structure. In each, the counterparty supplying the on-chain capability is another regulated financial institution, and in two of them it is a direct competitor of the buyer. Kinexys took the tokenization seat under BlackRock's 311 billion dollar European range on 4 August and under the Schroders class approved on 6 August. BlackRock named BNY and Securitize as transfer agents on two SEC-filed vehicles inside 48 hours. BNY bought staking from Galaxy, and Circle recruited DTCC, ICE, Visa, Mastercard and Standard Chartered to run validator nodes.

What changed is who sells, not who buys. This week the largest asset manager in the world bought its European tokenization layer from a bank that competes with it in asset management, and the largest custodian in the world bought its staking layer from a listed digital asset firm it also custodies for.

Edition 8 covered the register itself moving on chain, when BNY made the chain the authoritative book across a business servicing approximately 8.6 trillion dollars. This week runs the other way. On the BlackRock and Schroders ranges the register stayed at JPMorgan, and only the tokenization layer changed hands. Almost every outlet blurred those two seats.

BlackRock tokenized a 311 billion dollar range, and Schroders was approved on the same rail two days later

BlackRock launched 12 tokenized share classes on 4 August 2026 across six Institutional Cash Series money market funds holding 311 billion dollars as of 30 June 2026, across euro, sterling and US dollar strategies. Kinexys by JPMorgan mints the tokens on public Ethereum, and the classes support transfers between approved investor wallets.

Read the register precisely. The official shareholder record stays with the funds' transfer agent, JPMorgan, which already held the role. What is new is cadence: Kinexys scans the chain for transfer activity and updates the transfer agency records 24/7, while minting stays inside fund operating hours. Only the tokenized class runs on chain, so nothing resembling 311 billion dollars moved onto Ethereum.

On 6 August the Central Bank of Ireland's approval of a tokenized share class for Schroders Onchain Active Returns, a US dollar money market fund, was reported. Same rail, same bank already holding transfer agency on Schroders Funds ICAV, structured as a digital twin. Schroders reported record assets under management of 867.8 billion pounds at H1 2026. No launch date or class size was disclosed, so it is approved rather than live. BlackRock is also second into this lane: Amundi launched tokenized classes of its Money Market Fund Short Term with Ant International and CACEIS in June 2026, and CACEIS held both roles there.

BlackRock filed two US cash vehicles for stablecoin reserves and put a different transfer agent on each

BlackRock filed 497K summary prospectuses on 3 August 2026 for OnChain Shares of the BlackRock Select Treasury Based Liquidity Fund, ticker DOLXX, and for the BlackRock Daily Reinvestment Stablecoin Reserve Vehicle, ticker RSVXX. Both land at 0.17 percent after contractual waivers running to 30 June 2028. BNY Mellon Investment Servicing (US) Inc. maintains the official record on DOLXX, on a permissioned system operating in connection with one public permissionless blockchain. Securitize Transfer Agent, LLC maintains it on RSVXX, across Ethereum, Tempo and Solana.

Both hold only cash, US Treasuries maturing in 93 days or less, and overnight repos secured by Treasuries. Both carry a 3 million dollar minimum initial investment, and both state in the Stablecoin Regulatory Risk factor an intent to operate so their OnChain Shares will be eligible reserve assets for payment stablecoin issuers under the GENIUS Act. That is stated intent inside a risk factor, not a determination.

This is the cleanest evidence of the week's structure: one manager, three named on-chain servicing providers inside 48 hours, a competitor bank's tokenization platform in Europe, a custodian bank's transfer agency arm on one US vehicle, and a crypto-native transfer agent on the other.

BNY put staking inside a 62.6 trillion dollar custody platform and bought the infrastructure from Galaxy

BNY announced a collaboration with Galaxy on 4 August 2026 to integrate staking into its Digital Asset Custody platform, letting institutional clients earn staking rewards on eligible assets without moving them outside BNY custody. Galaxy provides the proof-of-stake infrastructure expertise, serves as a design partner for BNY's broader digital asset platform, and is an early client of it. BNY held 62.6 trillion dollars in assets under custody and administration as of 30 June 2026.

The offering is subject to regulatory review, and BNY says so in its own release, so nothing is live yet. Staking is the third layer on one platform in eight months, after tokenized deposits for institutional investors in January 2026 and USDC mint and redeem on 29 June 2026.

The bank's own posture moved in the same quarter. Its 13F-HR for the period ended 30 June, filed 6 August, discloses first-time positions in the iShares Ethereum Trust ETF and the Grayscale Ethereum Staking Mini, plus a Galaxy Digital Class A holding that rose from 108,391 to 489,675 shares. The largest custodian in the world did not build this. It picked the firm its own managers were buying in the same quarter.

Wells Fargo dated its tokenized deposit to fall 2026, which makes three of the big four US banks

Wells Fargo announced on 4 August 2026 that it will introduce tokenized deposits, letting corporate and commercial clients move, program and settle funds 24/7/365 inside the regulated and insured banking system. The rollout starts in fall 2026 with a limited US dollar to British pound exchange for select clients and expands through 2027 to more countries and currencies. It runs on Wells Fargo's proprietary blockchain, and the release states the tokens carry the same deposit insurance eligibility as existing Wells Fargo deposits.

This is the counterexample that keeps the pattern honest. Wells Fargo built the chain in house. What it bought is interoperability with a consortium rail: CoinDesk reports the bank said it can integrate with the shared tokenized deposit network The Clearing House is developing, and the Wells Fargo release itself does not mention The Clearing House.

JPMorgan shipped the JPMD deposit token on Base in November 2025 and Citi Token Services already moves money between Citi branches 24/7, so Wells Fargo is the third of the big four US banks with its own dated product. Bank of America is not the fourth. Its exposure runs through the shared network disclosed in June 2026 with JPMorgan and Citi, operated by The Clearing House and targeting the first half of 2027.

Circle gave validator seats on Arc to DTCC, ICE, Visa, Mastercard and BlackRock, six weeks before mainnet

Circle announced the founding validator cohort for Arc, its layer 1 for stablecoin settlement and tokenized markets, on 5 August: BlackRock, DTCC, Galaxy, Global Payments, ICE, Mastercard, MoneyGram, SBI Group, Standard Chartered, Sumitomo Corporation and Visa. Mainnet launches 16 September 2026, with more than 100 builders on the private mainnet. Arc offers sub-second finality, USDC-denominated fees and optional privacy.

Read the commitments at the level they were made. BlackRock is expected to deploy BUIDL on Arc. Circle will work with DTCC to enable tokenization of DTC-custodied assets beginning in the second half of 2027, eighteen months out. BNY and Standard Chartered are exploring integrations, and the release says exploring. The cohort is also not eleven banks: Sumitomo Corporation is a trading house, and Global Payments and MoneyGram are payments operators.

This one reverses the direction of the week. Everywhere else an institution buys capability from another institution. Here a crypto-native issuer buys institutional operating credibility, and eleven firms accept seats carrying keys, uptime obligations and slashing exposure.

The Senate could not schedule a CLARITY vote in the week five institutions put dates on on-chain launches

The Block and CoinDesk both reported on 6 August 2026 that the Senate procedural vote on the CLARITY Act is postponed to September. Senate Majority Leader John Thune said the chamber is getting the bill queued up first thing on return, and the delay stems from Senate Democrats declining a time agreement on floor business. If Thune files for cloture before the Senate leaves, the first procedural vote can come as soon as Tuesday 15 September. If he files after the return, the earliest is Wednesday 16 September, the day Arc goes live.

BlackRock, Fidelity, Franklin Templeton, Goldman Sachs and SoFi endorsed the bill publicly on 28 July 2026, one week before BlackRock shipped three products without it. GENIUS Act rulemaking runs on its own calendar regardless: the joint FinCEN, OCC, Federal Reserve, FDIC and NCUA proposed rule on stablecoin issuer customer identification programs closes for comment on 21 August 2026.

Twenty-two German cooperative and savings banks now hold MiCA authorisations, and 14 arrived since 1 May

The ESMA interim MiCA register, retrieved 7 August 2026 with its latest row-level update dated 4 August, records BaFin authorising VBU Volksbank im Unterland eG on 3 August and VR-Bank Erding eG on 4 August as crypto-asset service providers. The file resolves to 322 unique authorised entities keyed on LEI, up from 320 before those two August rows. Germany holds 69, ahead of France at 34 and the Netherlands at 29.

Twenty-two of the 69 German entities are local cooperative or savings banks trading as Volksbank, Raiffeisenbank, VR-Bank or Spar- und Kreditbank, and 14 of those were authorised on or after 1 May 2026. The forcing function is the end of the MiCA transitional period on 1 July 2026, after which unauthorised providers had to stop onboarding new EU clients. European adoption is accumulating in retail cooperative banking, not at the large universal banks, and nobody is counting it.

What this means for the firms selling into these institutions

Three published numbers carry more than any commentary this week: 0.17 percent net on both BlackRock reserve vehicles, a 3 million dollar minimum on each, and a waiver dated to 30 June 2028. That is a registered price sheet for a GENIUS-era reserve product, and anyone selling reserve administration or attestation now quotes against it.

What changes now

Institutions stopped waiting for a market structure law and started buying from each other. That moves the question from whether on-chain finance gets built to which regulated firm supplies each layer of it. BlackRock bought tokenization from JPMorgan, BNY bought staking from Galaxy, and Wells Fargo built its own chain and bought interoperability with a consortium. Next week's Institutional Watch tracks whether a second European house follows Schroders through the Central Bank of Ireland and whether Arc holds its 16 September date. Also in motion this week

The ECB has a production quarter for tokenized central bank money. Its own page states the initial launch of Project Pontes, the Eurosystem initiative to settle DLT-based transactions in central bank money, is planned for the third quarter of 2026, with user testing from August. Ledger Insights reported on 4 August that the ECB targets 21 September, a date the ECB itself has not published.

Augustus National Bank cleared FDIC deposit insurance on 4 August 2026. The approval is conditional and expires if the bank is not established within twelve months. Augustus, formerly named Ivy, received OCC preliminary conditional approval in May 2026 and intends to issue a stablecoin through a subsidiary under the GENIUS Act.

VersaBank wrote down the US regulatory gate for a tokenized deposit. Versa Bancorp's 424B3, filed 4 August 2026, states the company must receive supervisory non-objection from the OCC before launching Real Bank Tokenized Deposits commercially. A small bank named the exact gate on the day Wells Fargo announced the same product category without naming any.

Figure Certificate Company opened stablecoin subscriptions into a registered security. A 424B3 supplement dated 6 August 2026 lets certificates be bought by wire, by ACH, or by submitting an accepted stablecoin from an approved wallet to Figure Payments Corporation, which converts it to dollars. Effective immediately, no volumes disclosed.

Wellington Management is sub-advising a tokenized credit fund. Ledger Insights reported on 4 August 2026, as the only source, that Wellington is sub-advisor to INCOM, a tokenized income fund managed by FundBridge Capital in Singapore and tokenized by Libeara. It is the week's only widening from cash into credit, which puts valuation rather than blockchain on the critical path.
