Three institutional transactions settled on live ledgers in five days, and Visa's stablecoin settlement passed a 20 billion dollar annualized run rate

Tokenized deposits, a wholesale digital rupee and a bank-issued stablecoin settled on live ledgers while the bank consortiums still carry 2027 dates.

On-Chain Institutional Watch, edition 14

REC Limited priced 500 crore rupees of tokenized corporate bonds on 7 September 2026 and settled the payment leg in wholesale digital rupee, central bank money against a tokenized security, all of it done the same day. Two days earlier, DBS and Citi had moved US dollars as tokenized deposits across the Swift Digital Ledger on a Saturday. On 9 September, U.S. Bank sent dollars between its own entities on public Stellar with a token it issues, in a pilot that evaluated freezing and clawback. Visa disclosed that stablecoin settlement on its network passed a 20 billion dollar annualized run rate, up more than 15 times year over year. TradFi is here, and blockchain, DeFi and crypto are becoming the rails of new finance.

Institutional Watch is Meridial's weekly record of that entrance. Meridial is the go-to-market system for digital assets, an agentic operating system for companies capturing the institutional wave: agents map the market, then run the content and outreach to reach it at scale, and drive pipeline your team can close.

The week in one paragraph. Between 5 and 10 September 2026, regulated institutions settled money on live ledgers in two currencies and three money forms: tokenized deposits, a wholesale digital rupee, and a bank-issued stablecoin. A third currency, the Swiss franc, went into a controlled live sandbox with nine institutions in it. Nasdaq, Block and Circle spent capital on the securities and banking side of the same build.

The week in four facts:

  • India took 1,025 crore rupees of tokenized corporate bonds to market in three days across three issuers.
  • Visa reported more than 160 stablecoin-linked card programmes, with payment volume on them up nearly 200 percent year over year.
  • U.S. Bank sat out the 21-institution consortium stablecoin of 1 September, then moved its own token on a public chain.
  • Nasdaq Ventures committed 100 million dollars to Payward, the parent of Kraken, and dated Nasdaq Equity Tokens to Q2 2027.

The pattern: money settled on ledgers while the consortiums still carry 2027 dates

Three transactions settled inside five days, and a fourth venue went into live testing. On Saturday 5 September tokenized deposits moved between two G-SIBs. Wholesale digital rupee settled corporate debt two days after that. Nine Swiss institutions started live sandbox testing of a franc token on 8 September, and the sixth-largest US bank by assets moved dollars with its own stablecoin on 9 September. Visa put a run rate under it: 20 billion dollars annualized, more than 15 times a year ago.

The consortium tape reads differently. Twenty one financial institutions committed on 1 September to form a company in the second half of 2026 to issue a shared US dollar stablecoin, targeting launch in the first half of 2027. The Clearing House initiative to settle tokenized deposits between banks carries a 2027 date of its own.

Citi is in the Swift pilot and the 21-institution venture at once, and U.S. Bank is named in the deposit-token group and built its own token anyway. Both routes are running, and only one has transactions on it.

India priced 1,025 crore rupees of tokenized corporate bonds and settled central bank money against them

REC Limited, the state-owned power lender, issued 500 crore rupees of tokenized corporate bonds on 7 September 2026 at a 7.30 percent coupon over one year and nine months, the first pilot issuance under SEBI's Regulatory Sandbox Framework. The base was 100 crore rupees with a 400 crore greenshoe, the book reached 796 crore, and 18 investors were allotted. Larsen & Toubro followed on 9 September with 500 crore at 7.40 percent over three years, and IIFL Finance added 25 crore at 9.10 percent over two years.

Bidding ran on the NSE electronic bidding platform, NSDL and CDSL operate the Demat 2.0 securities wallets, and the payment leg settled in wholesale digital rupee through the Reserve Bank of India's Unified Market Interface, which settles both legs atomically. Only investors holding a Demat 2.0 wallet and a wholesale CBDC wallet can take part, and no secondary market exists yet. RBI Governor Sanjay Malhotra and SEBI Chairman Tuhin Kanta Pandey launched the pilot at Global Fintech Fest 2026 in Mumbai on 10 September.

The standing objection to tokenization is that its headline numbers count issuance rather than use. A 796 crore book against a 100 crore base and same-day listing answers that, in a corporate bond market worth roughly 620 billion dollars. Europe's licensed DLT venues spent the same week asking Brussels to lift a 6 billion euro cap.

Visa settled stablecoins at a 20 billion dollar run rate, then opened its settlement data to on-chain lenders

Visa announced on 8 September 2026 that authorized lenders can read a card programme's VisaNet settlement history alongside its on-chain records in real time, and price credit against the receivables that programme is owed. The same release carries the larger number: more than 160 stablecoin-linked card programmes on the network, payment volume up nearly 200 percent year over year, and stablecoin settlement past a 20 billion dollar annualized run rate.

Credit Coop is the named launch partner, and by its own account has financed more than 2.5 billion dollars of cumulative settlement volume since 2023 with zero defaults.

Stablecoin-linked cards in the United States require full stablecoin collateral, so issuers settle with Visa daily and collect from cardholder wallets on a lag. That gap runs a few million dollars a day, too small for a bank warehouse line, which is why the credit went on chain.

DBS and Citi settled dollars on a Saturday, on a ledger with 17 banks and a December deadline

On Saturday 5 September 2026, DBS in Singapore and Citi's New York office completed a live US dollar transfer using tokenized deposits coordinated through the Swift Digital Ledger, settling in minutes at a time when correspondent rails were closed. It is the first USD payment between Singapore and the United States executed over a weekend, and the fourth disclosed live value movement on that ledger since Swift declared it ready on 9 July 2026.

Seventeen banks run the wider live pilot through December 2026, among them BNP Paribas, BNY, HSBC, Lloyds Bank, MUFG Bank, Standard Chartered, UBS and Wells Fargo. DBS is the only Asian-headquartered bank in the ledger's 12-bank core design group. Six of those 17 have disclosed a payment, all of them since 19 August, and whatever production looks like gets settled inside the next quarter, with banks outside the roster inheriting the result.

U.S. Bank moved its own stablecoin on public Stellar, with freeze and clawback in scope

U.S. Bank announced on 9 September 2026 that it had completed a live pilot transaction with USBDC, its proprietary US dollar-backed stablecoin, moving funds cross-border between U.S. Bank entities in North America and Europe on the public Stellar network. The pilot evaluated minting, payment redemption, freezing and clawback capabilities, and validated the bank's internally developed Digital Asset Platform, integrated with existing core finance, risk, compliance and operations systems. Chairman and CEO Gunjan Kedia framed the result as accelerating global cash management.

The transfer was intra-group rather than a client payment, and no size or launch date has been published.

Every bank risk committee asks whether a public chain can be controlled, and U.S. Bank answered that on Stellar rather than in a working group. Eight days earlier, 21 institutions including Bank of America, Citi, Goldman Sachs and Wells Fargo announced a jointly owned dollar token for the first half of 2027, naming no token name, chain or custodian.

Nine Swiss institutions began testing one franc token, and two of them are SIX and TWINT

On 8 September 2026, UBS, PostFinance, Sygnum, Raiffeisen, Zuercher Kantonalbank, Banque Cantonale Vaudoise, SIX, TWINT and Swiss Stablecoin AG began testing selected use cases for the Swiss franc stablecoin CHFD in a live sandbox. SIX operates Switzerland's financial market infrastructure and TWINT is the dominant national payment app, and both joined seven existing participants.

CHFD has been technically live in the sandbox since the end of June 2026, operated by CHFD Infrastruktur AG. The sandbox is a controlled live environment with a restricted participant pool and transaction limits, and test scenarios cover automated transactions between financial institutions, tokenized settlement of digital assets and programmable payments, running to the end of 2026. The participants stated that the test phase has an open outcome and is not a decision to launch a commercial franc stablecoin.

Adding SIX and TWINT means one token has to serve institutional delivery versus payment and consumer payments at once. SIX has settled tokenized assets in Swiss National Bank wholesale CBDC through SDX since the end of 2023, a pilot the SNB extended in June 2025 to run until at least mid-2027, so commercial bank money is being layered onto a venue already settling in central bank money.

Nasdaq put 100 million dollars into Kraken's parent and dated tokenized Nasdaq stocks to Q2 2027

Nasdaq announced on 10 September 2026 that Nasdaq Ventures agreed to invest 100 million dollars in Payward, the parent of Kraken, with secondary reporting placing the valuation at 21 billion dollars, a figure absent from the Nasdaq release. The two firms set the second quarter of 2027 for Nasdaq Equity Tokens, blockchain-native representations of Nasdaq-listed stocks which the release says will carry shareholder rights intact, and which under the Nasdaq rule the SEC approved on 18 March 2026 must be fungible with the ordinary share and afford the same rights and privileges, distributed through Payward's xStocks ecosystem. Payward will also adopt Nasdaq's surveillance technology across five asset classes.

In nine days the firm has become the counterparty in two incumbent exchange deals, after the London Stock Exchange said on 1 September it would tokenize its 100 largest listings as xStocks.

Nothing settled in this deal. It is capital, a named product and a quarter, which separates it from the four transactions above. Q2 2027 is close enough that custody and corporate-actions decisions get taken during 2026.

Block applied to become a bank, and the OCC clock is already running

Block, Inc. disclosed on 8 September 2026 that it had applied to the Office of the Comptroller of the Currency to charter Builders Bank & Trust, N.A., an uninsured national trust bank in Sioux Falls, South Dakota. The OCC Corporate Applications Search records the filing under control number 2026-Charter-347556, receipt dated 4 September 2026, with the public comment period ending 13 October 2026. Builders would take no deposits and make no loans, providing custody and related fiduciary services for bitcoin and stablecoins.

Lee Woolley, Block's digital asset strategy lead, is named prospective president and chief executive, after roles at Northern Trust and BNY Mellon. The OCC had received 40 de novo charter applications since the start of 2025 and approved 21 as of 5 August 2026, and has approved more since, including Revolut Bank US and OpenReserve Bank on 2 September.

An organizing bank buys its examination stack before the charter issues, and the Woolley appointment says which kind. Coinbase spent the same week going the other way, reaching more than 1,000 US community banks and credit unions through a single integration with Moov.

Circle paid 400 million dollars in stock for payout rails in more than 100 markets

Circle Internet Group signed a Share Purchase Agreement on 4 September 2026 and announced it on 8 September, acquiring Tazapay Pte. Ltd., the Singapore cross-border payments platform, for 400 million dollars in Circle Class A stock. Closing is expected in 2027 subject to approvals including the Monetary Authority of Singapore.

Tazapay carries over 25 billion dollars of annualized payment volume as of 31 July 2026, more than 60 banking and fintech partners and local payout rails across more than 100 markets. Circle already holds an OCC national trust charter and issues USDC in the United States and through its French entity under MiCA. What it lacked was last-mile banking across Asia and emerging markets, and it paid 400 million dollars rather than build it.

What this means for the firms selling into these institutions

Custodians, reserve managers and attestation firms. Your moves are U.S. Bank on 9 September and the CHFD sandbox on 8 September. A bank-issued token needs attestation, key management and monitoring across a chain the issuer does not control, and the Swiss test runs to the end of 2026.

Treasury, reconciliation and intraday liquidity vendors. Your move is the Swift Digital Ledger pilot, 17 named banks with a December 2026 end date. A bank wired to Swift, a proprietary token and a domestic system holds three reconciliation surfaces and no standard between them.

Depositories, exchange technology and valuation providers. Your move is India between 7 and 9 September. Exchanges are expected to build the trading venue by December 2026, which puts matching, surveillance and valuation decisions inside this quarter.

Compliance, audit and bank regulatory counsel. Your moves are Block on 8 September and Coinbase with Moov on 10 September. The OCC comment period closes 13 October 2026, and the community bank route gets decided at association level, not one institution at a time.

What changes now

The argument about whether institutional money would move on shared and public ledgers closed this week without a press release. Two currencies moved across three settled transactions in five days, with a named regulated institution on both ends of every one, and a third went into live sandbox testing with nine more. The consortium announcements still carry 2027 dates, which now sit beside a tape of what the same institutions are doing in the meantime.

US spot bitcoin ETFs took net outflows of 46.6 million dollars on 8 September and 120.2 million on 9 September, against a net inflow of 603.3 million month to date.

The dates worth holding are 13 October, when the comment period on Block's charter closes, and December 2026, when the Swift pilot and the Swiss sandbox both land and India's secondary venue is expected. Subscribe to get the pattern before it prices in.

Also in motion this week

Qivalis, the 37-bank European consortium, is reported to be issuing its euro stablecoin on public Ethereum. Ethereum Institutional said on 8 September 2026 that the MiCA euro token will run on public Ethereum rather than a bank-controlled chain. No Qivalis or member-bank release says so, which makes the chain decision reported rather than announced. Confirmed on the Qivalis site: an electronic money institution application pending at De Nederlandsche Bank with no authorisation yet, and ING, UniCredit and BNP Paribas among the members. Member-bank releases carry the second half 2026 launch target. The count of 37 banks across 15 countries rests on secondary reporting.

Nasdaq, Boerse Stuttgart and the EU's licensed DLT venues asked Brussels to scrap the 6 billion euro cap. A joint letter dated 7 September 2026 to the Council and the European Parliament's ECON committee, reported on 9 September, asks that the aggregate ceiling on securities tradable on a DLT market infrastructure be removed, and failing that set at 1,500 billion euros. The Commission had proposed raising it from 6 billion to up to 100 billion. The letter is published and carries signatures from both market operators and fintech trade bodies, though reported signatory counts differ across outlets.

T. Rowe Price put Canton Network's CC in its crypto ETF benchmark at 1.60 percent. Supplement No. 4 to the T. Rowe Price Active Crypto ETF prospectus, filed 9 September 2026, lists benchmark constituents as of 31 August 2026 including CC at 1.60 percent, alongside BTC at 39.54 percent and ETH at 18.86 percent. Canton appears nowhere in the same fund's base prospectus dated 18 June 2026. Zcash joined the eligible asset list in the same filing, taking it to 18.

PayPal's stablecoin became the reserve asset behind other companies' tokens. PYUSDx went live on 9 September 2026, letting a company launch its own stablecoin backed by PayPal USD, with M0 supplying the token infrastructure and MoonPay Digital Assets Limited issuing the PYUSDx-layer tokens and holding the PYUSD behind them. Three issuers are live, Saturn, Concrete and Cap, with more than 100 million dollars of processed volume. Those figures come from a joint release by M0, MoonPay and PayPal dated 9 September, distributed over the wire rather than published on PayPal's own newsroom.

About Meridial

Meridial is the go-to-market system for digital assets. The institutional wave is coming on-chain and most crypto teams were built to build, not to sell, so we close that gap for the firms selling into these institutions: agents map your market and detect the timing, content earns the inbound and makes you an authority across your market, and outreach reaches the right people at the right time to generate pipeline for your team. The close stays yours.

The trackers behind this edition are public. Institutional Watch names the week's entrants. The Meridial Intelligence Hub keeps the standing count: the Global Crypto Licence Map across ten regimes, the US Crypto Banking Map of the charter pipeline, the Institutional Holdings Tracker built from 13F filings, and the Stablecoin Register.
