Twenty one institutions agreed to found one stablecoin issuer, and six times in seven days an incumbent joined a shared rail instead of building one
Six times in seven days an incumbent took a seat on a shared rail rather than building one, and the SEC reopened the rulebook on the one seat with no substitute.

Twenty one financial institutions, eighteen of them banks, committed on 1 September 2026 to establish one company that will issue a US dollar stablecoin. Bank of America, Citi, Goldman Sachs, Deutsche Bank, UBS, Wells Fargo, MUFG Bank and Banco Santander are among them, and the company has no name, no executives, no chain, no custodian and no reserve manager. It was one of six times in seven days that an institution took a seat on a shared rail rather than building its own, and the SEC spent the same day reopening the rulebook on the one seat with no substitute, the transfer agent. TradFi is here, and blockchain, DeFi and crypto are becoming the rails of new finance.
Institutional Watch is Meridial's weekly record of that entrance. Meridial is the go-to-market system for digital assets, an agentic operating system for companies capturing the institutional wave: agents map the market, then run the content and outreach to reach it at scale, and drive pipeline your team can close.
The week in one paragraph. Between 31 August and 3 September 2026, six sets of incumbents faced the build-or-join question on digital asset infrastructure and answered it the same way. They joined. Then the SEC opened a 421-page proposal on the transfer agent, the record of who owns a tokenized security.
The week in six facts:
- Twenty one institutions, eighteen of them banks, committed to one issuer rather than twenty one tokens, and named no chain, no custodian and no reserve manager.
- Cari's 32.5 million dollar first tranche was funded entirely by banks, with more than 30 joined and another 40 in active discussions.
- Intercontinental Exchange spoke for a second transfer agent seat on its NYSE-affiliated venue with an equity investment and a licence over 103 patents, and neither of the two seats went through a request for proposal.
- The London Stock Exchange put its 100 largest listings on-chain through the parent of Kraken, available in more than 110 countries and not to UK investors.
- Broadridge's tokenized repo platform averaged 351 billion dollars a day in August and 7.4 trillion for the month, and none of the banks using it owns it.
- The SEC's 421-page proposal is the first substantive transfer agent rewrite since the rules were first adopted in the late 1970s and early 1980s, and comments close in early November.
The pattern: join, do not build
Six institutions or institution groups chose a shared rail over a proprietary build inside seven days. Twenty one financial institutions committed to one stablecoin issuer on 1 September, more than 30 US banks funded a tokenized deposit network they co-own on 2 September, and Intercontinental Exchange named tZERO to keep the ownership record for its tokenized venue on 31 August. The London Stock Exchange put its 100 largest listings inside somebody else's framework, and Broadridge disclosed that banks already run 7.4 trillion dollars a month through a repo platform none of them owns.
The market has spent this year arguing that issuing a dollar is the commodity and the shelf sets the price. Eighteen bank balance sheets took that to its conclusion: they already own the distribution, so they treated the token as the part worth sharing.
The registry is the part with no established story. The transfer agent was the quietest node in tokenized securities until this week, and in 48 hours it took two commercial appointments and a 421-page federal rewrite. Twenty one banks announcing a stablecoin ran everywhere. Six institutions deciding not to own the rail ran nowhere, and the second is what changes what a vendor sells into.
Twenty one institutions committed to one issuer, and every seat below the token is empty
Twenty one financial institutions announced in a joint release on 1 September 2026 that they have committed to establish a company in the second half of 2026, subject to closing conditions, to issue a stablecoin. Eighteen of the 21 are banks. The first product is a US dollar token backed one for one by reserves, for cross-border payments and digital asset settlement, with a euro token as the priority expansion.
The 21 are Bank of America, Capital One, Citi, Fidelity Investments, Goldman Sachs, PNC Financial Services, Scotiabank, TD Bank Group, Wells Fargo, WisdomTree, Banco Santander, BBVA, Commerzbank, Credit Agricole, Deutsche Bank, Lloyds Banking Group, Rabobank, UBS, MUFG Bank, Sirius International Holding and Standard Bank. The release says the initiative intends to be GENIUS Act and MiCA compliant as applicable, names Boston Consulting Group and Brunswick Group as advisers, and discloses no company name, no executives, no chain, no custodian and no reserve manager.
Read the disclosure list rather than the participant list. Strategy and communications are assigned. Reserve management, custody, attestation, monitoring and chain selection are not, at an entity that does not exist yet and is targeted to launch inside 18 months. Federal regulators missed the GENIUS Act deadline for final stablecoin rules on 18 July 2026 and the OCC now targets November, so the largest dollar-token programme announced anywhere is being designed ahead of its rulebook.
More than 30 US banks funded their own deposit network, and let no outside investor in
Cari raised 32.5 million dollars on 2 September 2026 in the first tranche of its initial external funding round, entirely from banks. Investors include Glacier Bank alongside the six original design partner banks: First Horizon Bank, Huntington Bank, KeyBank, M&T Bank, Old National Bank and SouthState Bank. More than 30 banks have joined and another 40 are in active discussions, together representing institutions with more than 10 trillion dollars in combined assets, which is an asset base and not committed volume.
The platform delivered its full suite in July 2026, covering programmability, wallets and a portal for banks to mint, transfer and burn tokenized deposits, and it remains pre-production. Cari was founded in 2025 by Gene Ludwig, a former Comptroller of the Currency. Bryan Jordan of First Horizon is quoted on shared infrastructure giving access to capabilities that would be costly to build alone.
That is the consortium of the day before, one tier down. The largest banks are building a stablecoin together, the regionals are building tokenized deposits together, and both aim at the same corporate payments.
The owner of the NYSE has spoken for two transfer agent seats in six months, and licensed 103 patents for the second
ICE and tZERO announced agreements on 31 August 2026 to collaborate on infrastructure for public tokenized securities markets. ICE will invest in tZERO's latest financing round, with the amount undisclosed, and will license a portfolio of 23 patent families and 103 patents covering compliance-aware transfer logic, corporate action handling and broker-dealer-level identity interoperability.
Subject to applicable regulatory, technology and operational requirements, tZERO is named premier design partner for digital transfer agent and broker-dealer infrastructure, and is expected to be designated an approved digital transfer agent and subscriber to ICE's Digital Trading Platform, the NYSE-affiliated tokenized securities venue. Securitize was named the platform's first digital transfer agent in March 2026, and sued tZERO in June in a patent dispute. The parties will also explore accepting tokenized assets as collateral at ICE clearing houses.
Neither seat was won through a request for proposal. One went out in March, the second is being filled with an equity cheque and a patent licence, and the reference architecture for the first mainstream US tokenized equity venue is being set by a shareholding.
The London Stock Exchange put its 100 largest listings on-chain, and UK investors cannot buy them
Payward, the parent of Kraken, and the London Stock Exchange announced a partnership on 1 September 2026 to tokenize the 100 largest LSE-listed companies as xStocks backed one for one. The first are expected within weeks on Kraken and other xStocks Alliance platforms, available in more than 110 countries and not to UK-based investors. Subject to regulatory approval, the LSE plans to support xStocks trading on LSE 24, its extended-hours venue running from 5pm to 7:50am, and to work with Payward on native on-chain issuance.
The mechanics and the quote from Julia Hoggett, chief executive of the London Stock Exchange, come from The Block and CoinDesk, with no LSEG release retrieved. xStocks has logged more than 40 billion dollars in cumulative volume across more than 200,000 holders, close to 20 billion of it settled on-chain.
The UK exclusion is the honest part. A national exchange will host the tokenized version of its own blue chips and its domestic investors are not cleared to buy them, which says the gating item is the regulator, not the technology. The exchange did not build the wrapper either. The tokenized version of the FTSE's largest names will be issued and distributed by the parent of a crypto exchange, and the venue's own contribution is extended trading hours it still has to get approved.
The SEC reopened the transfer agent rulebook, and asked whether a wallet can be a shareholder
The SEC issued release 2026-81 on 1 September 2026 proposing to modernize the rules governing registered transfer agents, amending existing rules, rescinding one and adopting new ones across 421 pages. The Commission states the rules have not been substantively updated since the first ones were adopted in the late 1970s and early 1980s. Publication in the Federal Register on 4 September starts a 60-day comment period closing in early November.
Proposed Form TA-2 amendments would require agents to report how many issues keep master securityholder files on distributed ledgers, split between issuer-sponsored and third-party-sponsored token issues, and to address wallet address linkage to off-chain holder records and cross-chain interoperability. Unified record retention and cybersecurity safeguarding requirements come with it. Chairman Paul S. Atkins is quoted in the release, and Commissioners Hester Peirce and Mark T. Uyeda issued separate statements. Peirce asked whether a person could be a registered holder of a US security with an email address and a wallet address instead of a name and a mailing address.
This landed the day after ICE named the firm it expects to keep exactly that record. Every tokenized equity venue in the United States sits behind a registered transfer agent, so the appointment and the legal definition of the role moved inside 24 hours of each other. Sixty days is the whole window in which anyone shapes what the US registry layer legally requires.
A tokenized repo platform moved 7.4 trillion dollars in August, and just added G7 collateral
Broadridge announced on 2 September 2026 the global expansion of its Distributed Ledger Repo platform to include G7 securities as tokenized collateral, beyond its existing US Treasury support. DLR processed an average of 351 billion dollars in daily repo transactions in August 2026, totalling 7.4 trillion dollars for the month.
The expansion covers cross-border repo, intraday repo and collateral pledges with atomic settlement synchronizing tokenized securities and cash across currencies and jurisdictions, and lets banks position liquidity across international subsidiaries through intragroup repo. Horacio Barakat, Global Head of Digital Innovation at Broadridge, said tokenized financing and collateral markets are proven market infrastructure operating at scale today.
One number retires the pilot framing for this layer. The question for the next two quarters is not whether banks connect to a tokenized collateral rail but whose, because DTCC's competing service launches in October 2026.
Two banks that kept a layer rather than sharing it
The OCC granted preliminary conditional approval on 2 September 2026, under Corporate Decision #1390, for Revolut Bank US, National Association, a full-service insured national bank in Stamford, Connecticut with no branches. It will offer digital asset custody in a nonfiduciary capacity through affiliate Revolut Ltd, a UK company regulated by the FCA, and will let customers pay cross-border remittances using digital assets including stablecoin. Revolut-branded stablecoins get distributed by a third party: the bank will not issue them and will not manage reserves. The OCC has taken 40 de novo charter applications since 2025 and approved 21.
Standard Chartered launched deliverable BTC/USD and ETH/USD institutional spot trading in the United Arab Emirates on 3 September 2026, through its DIFC entity regulated by the Dubai Financial Services Authority, and states it is the first globally systemically important bank to offer it in that market. Clients settle with a custodian of their choice, including the bank's own from September 2024. Each bank shared one layer and kept another.
What this means for the firms selling into these institutions
Custodians, reserve managers and attestation firms. Your move is the 21-institution consortium on 1 September. Formation is targeted for the second half of 2026 and launch for the first half of 2027, and none of those roles is disclosed, so the shortlist gets drawn inside the 21 named institutions rather than at an entity with a name.
Transfer agents, tokenization platforms and securities counsel. Your move is the SEC on 1 September and ICE on 31 August. Comments close in early November, and the firms that file are the ones whose architecture the rule assumes.
Core banking, monitoring and key management vendors. Your move is Cari on 2 September. More than 30 banks already picked the rail and own equity in it, so the work is qualifying against that stack and selling into member integrations, not pitching a platform bank by bank.
Collateral, tri-party and market data providers. Your move is Broadridge on 2 September. G7 collateral drags local sub-custody, enforceability opinions and multi-currency valuation behind it, on a clock set by DTCC's October launch.
What changes now
The unit of procurement changed this week. It used to be one bank. It is now one consortium, and there are fewer of those than there were buyers. A vendor that wins Cari wins a path into more than 30 institutions. A vendor that loses the 1 September consortium loses 18 banks in one decision, including Bank of America, Citi, Goldman Sachs and Wells Fargo.
What a shared rail leaves worth owning is the open question, and this week gave two answers: Revolut kept distribution and rented custody and issuance, Standard Chartered kept execution and told clients to bring their own custodian.
One line for the tape. US spot bitcoin ETFs closed August 2026 with 3.52 billion dollars of net inflows and 99.61 billion dollars of net assets, up from 76.29 billion at the end of July.
The dates to watch are the MAS close on 16 October, the RBA close on 30 October and the SEC deadline in early November. Subscribe to get the pattern before it prices in.
Also in motion this week
SoFi and Payward rented layers from each other. The two announced on 3 September 2026 that Payward joins the SoFi Exchange Network for round-the-clock dollar settlement and will list SoFiUSD, SoFi's bank-issued stablecoin, on Kraken, while SoFi routes digital asset execution to Kraken Prime. No volumes, fees or terms were disclosed. Every other move this week has an institution handing a layer away once. This one goes both ways: the bank rented execution, the exchange rented settlement.
Singapore and Australia opened stablecoin consultations 48 hours apart. MAS published draft Payment Services Act amendments on 1 September 2026 putting single-currency stablecoin issuance into statute, covering tokens pegged to the Singapore dollar or a G10 currency, and proposing that a limited number of foreign-issued stablecoins be recognised where the issuer's home framework is substantively equivalent. The Reserve Bank of Australia published its consultation on 3 September asking how central bank reserves should settle tokenised transactions through synchronisation with RITS and the Fast Settlement Service, and whether stablecoin issuers should get reserve access. Comments close 16 October and 30 October.
Coinbase filed to list single-stock perpetual futures in the United States. The exchange announced on 3 September 2026 that it had filed two notices with the SEC, both dated 1 September, to offer equity perpetual futures, contracts that do not expire and require no rollover: Form 1-N for Coinbase Derivatives as a security futures exchange and Form BD-N for Coinbase Financial Markets as a limited-purpose security futures broker-dealer. Single-stock futures sit under joint SEC and CFTC oversight, and no launch date, stock list or leverage limit was given. The announcement arrived two days after the SEC published the agenda for its 17 September roundtable on 24-hour trading.
About Meridial
Meridial is the go-to-market system for digital assets. The institutional wave is coming on-chain and most crypto teams were built to build, not to sell, so we close that gap for the firms selling into these institutions: agents map your market and detect the timing, content earns the inbound and makes you an authority across your market, and outreach reaches the right people at the right time to generate pipeline for your team. The close stays yours.
The trackers behind this edition are public. Institutional Watch names the week's entrants. The Meridial Intelligence Hub keeps the standing count: the Global Crypto Licence Map across ten regimes, the US Crypto Banking Map of the charter pipeline, the Institutional Holdings Tracker built from 13F filings, and the Stablecoin Register. The registers refresh on a weekly cycle and the holdings quarterly, and every table is free to read without an email: https://meridial.io/intelligence
