Five jurisdictions put tokenized money into the settlement leg, a RM1.38 billion sukuk settled against tokenized deposits in Kuala Lumpur, and Revolut put a euro stablecoin in front of 80 million customers

Four institutions minted the money. One rented it, and it is the one with more than 80 million customers.

On-Chain Institutional Watch, edition 12

CIMB Islamic Bank settled RM1.38 billion of tokenized sukuk, about 342 million dollars, against tokenized deposits on 27 August 2026, with 12 institutional investors on the other side. Revolut began putting a MiCA euro stablecoin into customer accounts on 26 August, into a euro stablecoin market worth 632 million euros in total, and is removing Tether's USDt from European retail entirely by 31 August. The European Central Bank said the Eurosystem goes live with Pontes this year, settling the cash leg in central bank money. Thirty-nine US state bankers associations formed the BankChain Alliance on 25 August with no technology partner chosen. Standard Chartered became the first bank distributor of Hong Kong's licensed HKD stablecoin on 24 August, and HM Treasury gave the Bank of England a statutory duty to support payments innovation on 27 August. TradFi is here, and blockchain, DeFi and crypto are becoming the rails of new finance.

Institutional Watch is Meridial's weekly record of that entrance. Meridial is the go-to-market system for digital assets, an agentic operating system for companies capturing the institutional wave: agents map the market, then run the content and outreach to reach it at scale, and drive pipeline your team can close.

The week in one paragraph. Between 24 and 27 August 2026, five jurisdictions put tokenized money into the settlement leg of a transaction: commercial bank money in Malaysia, a licensed stablecoin in Hong Kong, a bank-owned network in the United States, central bank money in the euro area, and a MiCA euro stablecoin into retail accounts across three EU markets. The money changed form, not the asset.

The week in four facts:

  • CIMB tokenized more than 80 percent of a RM1.68 billion issuance and settled it inside Bank Negara Malaysia's Digital Asset Innovation Hub, a controlled testing environment.
  • The entire active euro stablecoin float is about 632 million euros, 0.24 percent of a global stablecoin market of roughly 303.9 billion dollars, and Revolut's initial three-country tranche alone reaches about 2 million customers.
  • Piero Cipollone named fragmented law rather than technology as Europe's binding constraint, on a Pontes service committed to 22.5 hours per business day and to 24/7 by mid-2028.
  • The Bank of England's new duty arrives by amendment to a live bill, with House of Lords stages on 7 and 9 September.

The pattern: the money changed form, not the asset

Five jurisdictions moved tokenized money into the settlement leg of a real transaction inside four days: CIMB against tokenized deposits on 27 August, the ECB naming central bank money as the Pontes cash leg on 26 August, Revolut putting a MiCA euro stablecoin into retail accounts in Denmark, Poland and Portugal on 26 August, thirty-nine state bankers associations writing tokenized deposits and stablecoins into a network specification on 25 August, and Standard Chartered putting a licensed Hong Kong dollar stablecoin into institutional distribution on 24 August.

The instrument contest under all of this is bank money against stablecoins against central bank money, and bank money spent the week striking back through tokenized deposits. The field's other standing read, that tokenization solved issuance and left usage unsolved, met its counterexample: a bond settling against a deposit token is usage, and this is the first at benchmark size. The read that banks on chain is an announcement rather than a shipment, with the shared US deposit network not due until the first half of 2027, lost for the second consecutive week.

The tension inside the week is worth more than the count. Four of the five took the issuance or settlement seat themselves. CIMB issued the token and settled against its own deposits. The Eurosystem is putting central bank money on its own ledger. The state bankers associations are building a network they will own outright, which is the whole point of the word industry-owned. Standard Chartered went further than distribution and owns the largest stake in the issuer whose stablecoin it distributes. Revolut did the opposite. It is an ECB-supervised bank, through Revolut Bank UAB in Lithuania and now a second banking entity in France, and it did not issue anything. It rented the money from Stripe.

That is the sharpest question the week asks. When an institution puts tokenized money into the settlement leg, does it mint the money or rent it? At institutional scale this week the answer was mint. At retail scale, at the largest distribution point in European consumer finance, the answer was rent.

Last week two banks moved deposit obligations across their own ledgers and settled on the rails they already had. This week a securities issuance settled against the deposit token itself, a central bank named the year its own money goes onto the rail, and a bank with more than 80 million customers decided the money was somebody else's product. Edition 11 named the week institutions installed crypto inside the products they already sell. Having installed it, they changed what the money is, and then they split on who gets to make it.

CIMB settled RM1.38 billion of tokenized sukuk against tokenized deposits, with 12 institutional investors on the other side

CIMB Islamic Bank issued RM1.68 billion of sukuk on 27 August 2026, about 420 million dollars, and tokenized RM1.38 billion of it, about 342 million dollars. Twelve institutional investors subscribed the tokenized tranche. Settlement ran against tokenized deposits, commercial bank money in digital form, inside Bank Negara Malaysia's Digital Asset Innovation Hub.

Tokenization covered more than 80 percent of the deal rather than a demonstration slice, and the remaining RM300 million was issued in traditional form. The Innovation Hub is a controlled testing environment, so this is not a live production market issuance, and the tokenization layer leaves the economic and Shariah structure of the sukuk unchanged.

Issuance has been the solved half of tokenization for two years, and usage the frontier. A bond that settles against a deposit token is usage, and the first one at benchmark size closed in Kuala Lumpur rather than in New York or London. Twelve institutions now hold tokenized paper they have to custody, value and account for.

The ECB said central bank money goes onto a settlement ledger this year, and named fragmented law as the constraint

Piero Cipollone, member of the ECB Executive Board, told the Bundesbank payments symposium in Frankfurt am Main on 26 August 2026 that the Eurosystem goes live with Pontes this year. Final settlement of the cash leg takes place in central bank money, and initial users pay one-off onboarding fees only.

The ECB's own Pontes page states an initial launch in the third quarter of 2026, with further improvements introduced step by step, and Cipollone put extending operating hours to 22.5 per business day on that roadmap ahead of a 24/7 service by mid-2028. He named the binding constraint as law rather than technology, citing fragmentation across 31 central securities depositories, 14 central counterparties and 323 trading venues in the European Union.

Europe is the only one of the five with a production cash leg in central bank money and a year attached to it, and the 22.5 hour day is the committed specification that breaks an end-of-day batch design. The inversion worth keeping is Cipollone's own: what holds Europe back is the statute book, not the stack.

Thirty-nine state bankers associations formed their own blockchain and have not chosen who builds it

Thirty-nine state bankers associations announced the BankChain Alliance on 25 August 2026 as an industry-owned network, specified for smart payment tools, tokenized deposits, stablecoins and automated settlement and targeting a 2027 launch. The Alliance says it is still selecting a technology partner and has named none.

Kathy Kraninger, chief executive of the Florida Bankers Association and former Director of the Consumer Financial Protection Bureau, is interim chair and the only officer named in the release, and the associations describe their membership as thousands of banks. That makes four competing US tokenized-deposit rails on roughly the same clock: The Clearing House network, announced on 5 June 2026 by seventeen named institutions with reporting pointing to mid-2027, Hazel from Vantage Bank and Custodia, live on Ethereum mainnet since March 2026, and Cari, founded by former Comptroller of the Currency Eugene Ludwig.

This extends the money-center tokenized-deposit story below that tier, to community and regional banks buying through their state associations rather than one at a time, and only one of the four rails has said in public that its infrastructure seat is unfilled.

Standard Chartered became the first bank to distribute Hong Kong's licensed HKD stablecoin, and it is the issuer's largest shareholder

Standard Chartered Bank (Hong Kong) Limited announced on 24 August 2026 that it is the first authorised bank distributor of HKDAP, the Hong Kong dollar stablecoin issued by Anchorpoint Financial Limited under HKMA licence FRS01. The bank's release states that it is Anchorpoint's largest shareholder, and names tokenised money market fund subscription and settlement for the fourth quarter of 2026.

Anchorpoint is a joint venture with HKT and Animoca Brands, and Mary Huen, Chief Executive Officer, Hong Kong and Greater China & North Asia, is the named Standard Chartered executive. The HKMA granted its first two stablecoin issuer licences effective 10 April 2026, to Anchorpoint as FRS01 and HSBC as FRS02, out of 36 applications received by the 30 September 2025 deadline.

The stablecoin contest is about distribution and reserve income, not issuance. Here one institution holds the licence economics, the reserve mandate and the client relationship at once, answering the distribution question by ownership rather than by fee split. Note the pace: this is the third distinct rail Standard Chartered has shipped in six days, after tokenised deposits on Swift on 19 August and a 200 million dollar three-year note on Euroclear's D-FMI on 20 August.

Revolut put a euro stablecoin in front of 80 million customers, and it did not issue it

Revolut began a phased rollout of EURR on 26 August 2026 to selected customers in Denmark, Poland and Portugal, three markets it says it picked for size, reaching about 2 million customers against a base of more than 80 million. The token is redeemable at one euro, backed by reserves held and managed under MiCA, and launched on Ethereum and Polygon, with Solana, Arbitrum, Optimism, Avalanche, Injective, TON and Sui named to follow.

Revolut does not issue it. EURR is issued by Bridge Building S.A., the Luxembourg entity of Bridge, the stablecoin infrastructure company Stripe bought in 2025, authorised by the CSSF and holding the reserve. Bridge filed its MiCA notification with ESMA on 23 July 2026 and the public offer opened on 20 August. Revolut distributes through Revolut Digital Assets Europe Ltd in Cyprus, on CySEC MiCA licence CASP001/25.

Hold that against the scale of the market it enters. The entire active euro stablecoin float is about 632 million euros, roughly 739 million dollars, which is 0.24 percent of a global stablecoin market of about 303.9 billion dollars on 27 August. Circle's EURC leads it at 393.2 million euros on 26 August, 62.3 percent of screened euro supply. The BIS puts close to 98 percent of all stablecoin value in dollars. Run the arithmetic on the initial tranche alone: 2 million customers holding about 197 euros each would carry more euro stablecoin than the current market leader. That is arithmetic rather than a forecast, and it is the point. The distribution layer for euro tokenized money arrived at a scale the supply layer has never seen.

The same week supplies the other half. Revolut is removing Tether's USDt from European retail entirely by 31 August 2026, completing a phased withdrawal that began in July with a purchase freeze and continued with a deposit block, across the EEA and Switzerland, because Tether has not sought MiCA authorisation. One company is simultaneously the largest new distribution channel for euro tokenized money and the mechanism removing the dollar incumbent from the same customer base. MiCA did not have to ban Tether in Europe. It made the distributor do it.

Now the part that should bother anyone selling infrastructure into banks. Revolut holds a full banking licence in the European Union, supervised by the ECB through Revolut Bank UAB in Lithuania and now through a second banking entity in France. It could have issued a tokenized deposit, which is exactly what CIMB settled against on 27 August and what thirty-nine state bankers associations spent 25 August specifying. It could have issued its own e-money token. It chose to put a Stripe subsidiary's product in front of its customers and keep the distribution. Standard Chartered, facing the same question in Hong Kong, bought the largest stake in its issuer. Revolut rented. Both are defensible, and the two answers price the issuer relationship very differently.

The UK gave the Bank of England a statutory duty to support payments innovation, with stablecoins named in scope

HM Treasury announced on 27 August 2026 that the Bank of England will receive a secondary objective to support innovation in payment systems and emerging forms of digital money. It covers systemic payment systems, including those using digital settlement assets such as stablecoins, and sits beneath the Bank's primary financial stability objective.

The change arrives by amendment to the Financial Services and Markets Bill, next debated in the Lords on 7 and 9 September 2026, and the Bank will report to Parliament annually on how it advances the objective. Nothing is law yet.

A consultation asks. A statutory duty reported to Parliament every year obliges, and that annual report makes it enforceable rather than declaratory. Financial stability still wins any conflict, so the argument that lands with this Bank is evidence of control, not speed.

The SEC sent its custody rewrite to the White House unread, and in the same week noticed a fund with a tokenization agent in its expense table

OIRA logged RIN 3235-AN46, Amendments to the Custody Rules, received from the SEC on 25 August 2026, and the text is not public during review. The day before, on 24 August, the Commission had noticed ARK Venture Fund's application to add a share class whose ownership record sits on a distributed ledger, published in the Federal Register on 26 August.

The rulemaking would modernize custody of advisory client and fund assets, including crypto assets, under the Investment Advisers Act of 1940 and the Investment Company Act of 1940, and the SEC's own timetable lists the notice of proposed rulemaking for October 2026.

ARK's application, Release IC-36308, would amend and supersede the order granted on 17 November 2025 to add an Exchange Class and a Tokenized Class. It names class-specific expense lines payable to the Depository Trust and Clearing Corporation, to transfer agents and to tokenization agents. Condition 6 requires AML and KYC review of every wallet, and hearing requests are due by 5:30 p.m. Eastern on 18 September 2026.

The superseded order expressly represented that the shares would not be listed or quoted and had no expected secondary market, and reversing that is the whole point of the amendment. Hold the asymmetry: the money leg shipped in five jurisdictions, and the rule governing who may hold the asset leg in the largest one has not been read outside the Commission.

Visa signed three institutional stablecoin counterparties in four days, and two of them are Korean

Visa joined BLOOM on 25 August 2026, the Monetary Authority of Singapore stablecoin settlement initiative, becoming the first card network inside a central-bank-supervised settlement framework. It signed Shinhan Financial Group on 26 August and Dunamu on 28 August.

Nium is Visa's first BLOOM partner, piloting settlement seven days a week using regulated US dollar and euro backed stablecoins. Shinhan will use Visa's platform to verify issuance, remittance and redemption across Shinhan Bank, Shinhan Card and Jeju Bank, the first of Korea's five largest financial groups to adopt it. Dunamu, which operates Upbit, unveiled a roadmap with Visa in San Francisco built on OUSD. Two of the three are roadmaps, with no volumes or dates disclosed.

OUSD is named in two of the three, which turns an initial supported token into a working standard before any of them has shipped a product. Korea's largest groups are choosing stablecoin architecture ahead of their own regulator finalising won-stablecoin issuance rules.

What this means for the firms selling into these institutions

Tokenization platforms and issuance-rail vendors. Your move is CIMB on 27 August and the BankChain Alliance on 25 August. An asset ledger with no cash leg quotes half the trade, and BankChain is the only one of the four US rails to say in public that its technology seat is open.

Custodians, settlement agents and reconciliation vendors. Your move is the ECB on 26 August. Pontes goes live this year, prices initial users on one-off onboarding fees, and is committed to 22.5 hours per business day on the way to 24/7 by mid-2028, which is the specification that breaks an end-of-day batch design.

Stablecoin issuers, reserve managers and wallet infrastructure. Your move is Revolut on 26 August. A distribution point with more than 80 million customers entered a 632 million euro market and rented its issuance from Stripe rather than building it, which sets the reference price for every issuer conversation with a large European distributor from here. The USDt removal completing on 31 August is the same signal from the other side: MiCA authorisation is now the shelf-space test, not a compliance line item.

Regulatory advisers, audit and attestation firms. Your move is HM Treasury on 27 August and the SEC on 25 and 26 August. Three dates are fixed: the Lords stages on 7 and 9 September, the ARK hearing deadline of 18 September, and the custody notice listed for October 2026.

What changes now

Five jurisdictions closed the gap between a tokenized asset and the money that pays for it in four days. A platform that issues on a ledger and settles through a correspondent bank now sells against firms pricing both legs, and in the euro area the counterparty has a central bank alternative for the cash from this year.

The question the week leaves open is who makes the money rather than who moves it. Four institutions minted and one rented, and the one that rented has more than 80 million customers. Watch whether the next large European distributor follows Standard Chartered into the issuer's equity or follows Revolut into a distribution agreement, because that choice sets what an issuance licence is actually worth.

One line for the tape. US spot bitcoin ETFs ran eight consecutive positive sessions to 26 August for about 2.8 billion dollars, alongside a bitcoin price 23 percent higher over the week that steadied above 79,000 dollars on 27 August.

The dates to watch are the Lords stages on 7 and 9 September and the ARK clock on 18 September. Next week's Institutional Watch tracks both. Subscribe to get the pattern before it prices in.

Northern Trust and Commonwealth Superannuation Corporation signed a tokenization and digital cash framework. The memorandum of understanding of 27 August 2026 covers tokenized deposits and regulated settlement assets. CSC manages over AUD 80 billion, and Northern Trust reported 20.0 trillion dollars under custody and administration as of 30 June 2026. The MoU commits neither party to adopting any technology.

Two managers gave opposite answers in 24 hours. Bitwise launched Automated Token Portfolios on 25 August holding Coinbase tokenized US stocks at a 0.15 percent fee, tokens in the investor's own wallet, no fund and no custodian, non-US persons only. One day earlier Franklin Templeton kept the wrapper and changed the venue, listing its OnChain U.S. Government Liquidity Fund on HashKey Exchange's Earn channel for professional investors only.

Nikkei reported that Japan's three financial authorities are planning wholesale CBDC settlement for the government bond market. Nikkei said on 26 August that the Financial Services Agency, the Ministry of Finance and the Bank of Japan would build a blockchain settlement platform for stocks and Japanese government bonds, with banks converting part of their Bank of Japan reserve balances into tokens used only between financial institutions. Japan has about 7 trillion dollars of government paper outstanding. Nikkei put operations in the 2030s, and no Japanese authority has published on it.

Charles Schwab will add three chains to a platform holding 13.04 trillion dollars of client assets. Schwab announced on 27 August that Solana, Avalanche and Chainlink are coming to Schwab Crypto in the coming months. Schwab Crypto launched with bitcoin and ether in May 2026 at 75 basis points, and accounts remain unavailable in New York and Louisiana. The 13.04 trillion dollars and 39.9 million brokerage accounts come from Schwab's monthly activity report as of 31 July 2026.
